Keita was caught in December 2016 trying to use false Guinean driving licenses to attempt to obtain a German license. He has also been caught driving with false identification.
The court in Leipzig has ordered the midfielder to pay a fine worth €250,000, which was calculated using figures for the average salary of footballers.
There had initially been talk of a €400,000 fine, but Keita's lawyers managed to get it reduced. The courts in Germany take this sort of thing seriously, and Marco Reus was fined €500,000 for driving without a license back in 2014.
Keita signed for Liverpool last summer, but the deal included an agreement that the Guinean international would remain at RB Leipzig for the 17/18 season, before moving over to Liverpool in summer 2018.
