It has been confirmed by the Englosh Football League that the penalty shoot-out that decided Burnley's Carabao Cup tie with Leeds was forced to be played by the home end.
The shoot-out saw Leeds emerge victors, qualifying for the last sixteen of the competition after the match ended 2-2.
Broadcast footage has emerged showing the refereeing officials having discussions with a police officer and both managers, before taking the decision.
The penalties were then taken in front of the home supporters in the interests of crowd safety.
An EFL spokesperson said: "As a result of police advice, in conjunction with the club's safety officer, it was agreed at the conclusion of extra-time that the penalty kicks would be taken at the home end of the stadium due to general safety concerns."
Though advised by police, it was ultimately the referee who made the decision to choose the home end.
