The 23-year-old has joined Jurgen Klopp's side for a fee in the region of £10m and has signed a long-term deal with the Merseysiders.
He will wear the No 26 shirt at Anfield and becomes the club's third summer signing, following the arrivals of Dominic Solanke and Mohamed Salah.
In an interview with the Liverpool website, the Scottish international said: "It feels a wee bit surreal just now. Obviously I'm delighted. There's been a lot of speculation over the last couple of weeks but I'm glad that the deal's finally been done and I'm a Liverpool player."
